关于黑白棋世锦赛的规则修改投票

世界黑白棋联盟有意在W.O.C.2016开始之前对现有WOC规则做一些改动，并将具体改动细节发送给了每一个成员国家，以投票的方式决定是否施行，每个成员国都拥有一次投票权利。规则修改简单归纳为如下两条：
1.增加女子半决赛。
2.技术性修改。（不得在比赛房间内使用任何电子设备等）
对于第二条的若干技术性修改，都是有利于比赛顺利进行以及有效防止作弊的一些相关修改。
而对于第一条的增加女子半决赛，也是有利于女子黑白棋发展的一项措施。但仔细分析，实际上是有猫腻的。
1.早些年，能够直接进入世锦赛女子决赛的选手都是欧美以及日本的女棋手。但那个时候，是没有人提出过要增加女子半决赛的。
2.近年来，能够直接进入世锦赛以及世界杯女子决赛的选手都是非日本的亚洲国家女棋手，也就是说欧美以及日本的女棋手在预赛阶段就已经直接被淘汰。再缩小一下范围，近年来能够直接进入女子决赛的选手都是“华人”或“华裔”女棋手。
3.邮件中说他们对是否增加女子半决赛的决定事先征求过女选手的意见。但据我了解，这些“华人”或“华裔”女选手的意见并未被征求。

Since last WOC, the WOF Council has decided to review the WOC rules and proposes to include some technical changes to better reflect our current playing conditions.The WOF Council has also spoken with women players who have expressed the desire to have semi-finals and final for the women title (as opposed to just a final as it is today). After consulting a lot of women players, the Council agreed to this change and would like to propose a new set of rules for the Women World Othello Championship including semi-finals.


These two changes are now presented to you so that you can review them and vote to accept or refuse each proposal.


The WOF Council and the WOC sponsor want to boost junior play and have decided to give a "Young player World Othello Champion" title during the WOC with the possibility for each nation to add a young player to its team. Unfortunately, as the teams had to be decided early, it was impossible to set up some rules and have a worldwide vote before announcing the teams. It was therefore decided to immediately add this "youth competition" to the 2016 WOC and let the annual federations meeting decide whether to make it permanent and to decide the final set of rules to be used in later WOC. You will find the corresponding set of rules at the end of the included document (after the proposals on which you are asked to vote).

我觉得要考虑的是如果只有不到四个女子棋手参赛，还要半决赛是不是个笑话

投票结果如下：
1.增加女子半决赛。一票反对（来自中国），其余全票通过。
2.技术性修改。   全票通过。

从今年的世锦赛开始，以后的每一届世锦赛都将增设女子半决赛。比赛期间，不得在比赛房间内使用任何电子设备。

女棋手多玩两轮，这个我觉得无可厚非，但有一个bug是：假设有一位女棋手进入了混合组的半决赛，那其余三位要做什么？斗地主吗？之前的规则是只要有一位及以上的女棋手进入半决赛，女子决赛取消。

5. Women’s Semi-finals
If one or several women are qualified for the WOC semi-finals, no women’s semi-final shall be played.
Instead, all women playing on the WOC semi-finals will be ranked according to their final order of finish
after the WOC final and third place playoff. The higher ranked woman will be awarded the title of
Women’s World Othello Champion.
If no woman is qualified for the WOC semi-finals:
The top-ranked woman in the WFRL will play against the fourth-ranked woman. This game will be
scheduled to start at the same time as the first games of the WOC semi-finals.
The second-ranked woman player in the WFRL will play against the third-ranked woman player. This
game will be scheduled to start at the same time as the second games of the WOC semi-finals.
Each semi-final match will be a one game match. For each semi-final, the higher ranked woman player in
the WFRL shall have the choice of colour or draw win (see IV.9)
The two winners of the semi-finals will advance to the final.
6. Women’s playoff for third place
The two losers in the women’s semi-finals will play a single playoff game for third place. This game will
be scheduled to start at the same time as the first game of the WOC final (and the WOC playoff for third
place). The higher ranked woman player in the WFRL shall have the choice of colour or draw win (see
IV.9).
7. Women’s Final
A one game final will be played between the two winners of the women’s semi-finals. This game will be
scheduled to start at the same time as the second game of the WOC final. The higher ranked woman player
in the WFRL shall have the choice of colour or draw win (see IV.9). The winner will be awarded the title
of Women’s World Othello Champion.
